What is a Dominican passport?
Passport of the Dominican Republic is an analog of Russian (or Ukrainian) international passport.
It is used for foreign travels only. Passport is not valid countrywide.
Thus you can be a Dominican national and not have a Dominican passport, but you cannot get a Dominican passport without being a Dominican national.
